Notice the notices

Sir: According to a news item, the Federal
Board of Revenue (FBR) "successfully" issued 21,000 notices to
undocumented persons, which had to be acted upon by August 31, 2013. How
long will it take for the FBR to find out how many of the 21,000
recipients "successfully" tore up these notices?
