Why is property tax collection so low in Sindh?

According to a media report, Sindh has collected only Rs1.529 (billion) as property tax. In another media report, the FBR has demanded Rs 59 billion as income tax from just one builder in Karachi. This means that property tax revenue should be many times what it is now, considering the enormous construction activity that is going on in Karachi alone.

We know, of course, that our government (or non-government) officers are usually asleep on their desks (on the rare occasions they turn up for work), so you cannot blame them for this negligence, but what about IMF managers? Surely they can spot massive tax evasion in the province, or are they asleep as well?
