Solar park land

According
to the news item "Solar park area, capacity enhanced" (May 12), the
Punjab government is to provide 15,000 acres for the solar park to generate
1,500 MW. Actually, you need only 4,692 acres for the purpose, so 5,000 acres
would have been more than sufficient. Why is the government allocating so much
land for the purpose?
