A novel idea

I have come up with a novel idea to help the country. So far, air is one of the very few commodities which have not been taxed by the FBR. Assuming that every adult human consumes air at the rate of ten breaths a minute (the actual rate varies from twelve to twenty), by imposing a tax of one paisa (Rs0.01) on each breath, the government can raise eighty billion rupees every year.

Of course, this tax should be imposed only on those one and a half million morons who already pay taxes. Our other worthy citizens (like smugglers, members of assemblies and of course agriculturists) will not have to pay this or any other tax, since Pakistan was created for them.
